How Critical is "Start Flow" to Accuracy Requirements?
Non-Revenue Water (NRW) is water that is supplied, but not billed, and comes in two forms: real losses and apparent losses. Real losses include water lost as a result of events such as main breaks, leaks at service connections, and overflow at storage tanks. Apparent loss is water consumed by an end customer, but not billed for.
In a well-managed system, most loss is the water meter. Although quality solid state meters (meters with no moving parts) eliminate apparent losses attributed to wear and tear, poor maintenance, and inadequate calibration, losses may still exist due to unmetered low flow.
